 With construction unemployment remaining at around 24 percent, advocating for legislation that will provide public and private dollars in the water and wastewater infrastructure market will be JOB No. 1. Legislation (HR 537) that would eliminate the state volume cap on private activity bonds (PABs) has passed the House and is gaining momentum in the Senate.  Two notorious tax issues are reaching critical deadlines. Unless Congress agrees on a fix, the federal estate tax (death tax) will return to previous (2000) levels. Also, the dreaded “government 3 percent withholding” tax will take effect in 2012 unless we kill it this year or next.
 
Although “card check” legislation has stalled for the moment, organized labor is no shrinking violet – they will pull out all the stops over the next several months to move the Employee Free Choice Act this year. So unless you’re okay with a facilitated process regarding union affiliation and binding government arbitration when a contract isn’t agreed to in 90 days, we respectfully suggest you have a vested interest in this year’s Washington Summit.
